Why do Indian game developers not make big games like GTA, PUBG, and NFS?

GTA 5 costs $265 million to develop and market. That's 1955+ crores of rupees just for the development of a game.

• Indian gaming studios can’t afford to spend that much on a game.
• You need a studio that is willing to hire 500+ experienced programmers who are willing to give code the shit out of the game.
• You need experienced coders to build the game engine.
• You need server farms to render the engine and the game.
• You need script writers who can write an original script.
• You need investors who are willing to risk money and invest in the project and we are not talking about 10 to 15 crores, we are talking about 100s of crores.
• You need actual gamers who are willing to spend Rs.4000 to purchase the game and not torrent it.
• And, most importantly, you need programmers who are willing to work in India and risk their success instead of going abroad and earning a steady pay under an already successful company.

Basically, I don’t see India making such games at least for the next 20 to 30 yrs.
